At the 9th April Committee of the Whole Meeting the motion to decline the development permit for 50 Government Street passed with a vote of 5-2
 

Councillors Coleman, Gardiner, Hammond, Kim and Loughton voted FOR the motion to decline the development

Councillors Dell and Thompson voted AGAINST the motion

Councillor Caradonna recused himself for perception of bias

The plans for 50 Government St. were for a building that, at 5-1/2 storeys, was higher and more dense than the proposal rejected by Council in December, 2024. The developer’s letter to Mayor and Council included misleading claims, such as  the building was lower than the previous iteration, which was submitted in April 2025.


The proposal ignored or inadequately addressed 4 out of 5 major design changes required by the Application Review Summary delivered to the proponent by the City Planning Office. Changes did nothing to improve the building’s consistency with the objectives and guidelines associated with ‘General Form and Character’.


The January 2026 plans were the tenth version presented to the public and the ninth version submitted to the Planning Office. 


The fact that the proponent had continuously resubmitted ‘out-of-compliance’ plans represented clear disregard for the rules and regulations of development and wasted hours and days of staff and City Council’s time.  All that time wasted is funded by taxpayer dollars
